Basically I have just installed minecraft after about two years, unfortunately I'm having a weird bug with FPS. When I first connect to a server I either have to change my render distance lower, and back upto the normal setting and/or die to fix it and these methods don't even work sometimes. my FPS is usually around 400-700 depending on the area. But for some reason it randomly decides to sit at around 40 and wont go any higher until I have done some of the things I said above, here's an image of the problem, note the FPS in the top left. The rest of my specs are in the top left.
my friend is also having the same issue, so I know it's not a problem with my PC. Any advice would be great.
That didn't either, like I said before my fps is around 400-700 when it wants to work and that's at max settings. It's just almost like the FPS is stuck sometimes, I can fix the problem by lowering my render distance to the lowest and then putting it back upto 32 chunks. But when playing on old mod packs like tekkit classic that cannot be done.

You expect it to go at more than 60 fps with 32 chunks render distance? Thats 3216 chunks always loaded, or about 843055104 blocks, it even warns you when you set it that its really intensive and for no need. Set it to 8 or less

I get 400 - 700 with 32 chunks, it sometimes gets stuck at around 40, that's the bug I'm having. I know I'm capable of getting that much, sometimes it doesn't work.

Those are the chunks updating at that time, its capped to that.

Yes, but even when the chunks are loaded, it stays at 40 fps unless I put the render distance down to 0 and back upto 32 again.
