You do realize there's a lot more to networking than just your local machine right?
Disabling the OS's firewall would actually work if it's the only one, chances are he's behind a router since his sister is also having the same issue.
(unless she's using a laptop and connecting to your neighbourhood wi-fi, which probably doesn't exist but hey, it's possible)
If you do have a router either do port forwarding and allow whatever ports minecraft uses through the router, or enable UPNP, or just disable the router's firewall.
If it still doesn't work, plug your WAN cable straight into your PC and setup your connection to the internet directly and bypass the router entirely.
You should find out what's the IP and port of the auth servers, try pinging the IP and look around the internet to test whether the port is open.
Chances are his ISP is actively blocking traffic on a range of ports which might contain whatever port minecraft uses to connect to the auth servers.
In which case you could get in touch with them and ask nicely if they're blocking traffic on any ports as you're having issues with a certain piece of software.
If you don't have one and you've never owned a router, and the ISP isn't blocking anything, try to see if you have a restore point from before you saw the problem, chances are something you installed/uninstalled/changed on the computer is causing your issue, and unless you can remember exactly what you did two months ago, this would be your best shot.
Ofc you could always be lazy about it and just nuke the OS and start fresh.

no, it wasnt working before i downloaded norton, and it isnt working after i downloaded it. im not gonna waste my time uninstalling it just to tell you it dosent work, and then having to download it all over again. plus its not my computer, its my internet. its happening with both of my sisters computers as well.

VMware is a VM and doesnt have drivers for opengl so that wouldnt work, norton is known to cause his exact issue so removing it doesnt do anything more than helping
We don't know that his connection is actually causing the issue, the fact that another computer in his location has the same issue doesn't provide enough information as to whether it's software (programs installed), hardware (Modem/Router), or ISP (Which I agree would be pretty dumb if they do block the connection)
And actually VMware does have openGL if you use Oracle VBox with Guest Additions, I've played minecraft on VBox so I know for a fact it's possible.
Which is why I suggested it in the first place as VBox doesn't need all the things he installed on his host OS to run just minecraft, and if it works he'll know for sure if it's something he installed.
In any case, I hope you find what's causing your issue, but do try to be mindful about what you do on your computer, the best antivirus is the one between the chair and keyboard (or just unplugging the computer, that's 100% protection right there xD).
And thats what im saying... Also, dont expect good performance in a virtual machine...

i just installed it like 2 days ago, and it wasnt working before i installed it. thats not it
I reset my router back to factory settings and that didnt fix it either
