I don't think its just a GPU problem here, I suspect something else on his computer is up. How much ram is he allocating?

More RAM = worse performance so lets get that out of the table.
And you cant compare a cpu just by the year, lets not even start with how PowerPC cpus are not supported in Minecraft(or OsX) any more
