Well 380MB is nothing these days. Windows 10 mandating updates doesn't help this either. I ran into a similar issue with some computers I got for work similar to your laptop.
In all honesty, moving Minecraft is only a temporary solution to something that will be a persistant problem all the time. If you want to take the cheaper route, you can buy a larger SSD, you can get 240GB for like $100, or get a regular hard drive, 2TB for like $60, then just clone your drive over to it and swap it out. But if you can afford it, a proper system upgrade would benefit you more. $400-600 for a decent laptop would outperform what you have by leaps and bounds.

But it was a sudden drop from 380MB to 0 Bytes
Still, its not a issue with Minecraft, is that your disk is full. You could even try upgrading, 1TB drivers are 40USD

But the main subject was
"How do I prevent Minecraft from saving things to a temp folder?"
and get it to save directly to my external hard drive?
Also windows issue, Minecraft uses the default directory for temporary files that is %temp%, change that in windows like I said before

You need to do all the standard "clean up" windows things (and I don't mean use a registry cleaner).
All kinds of applications put stuff in %temp% that's what it is for! %temp% is for temporary stuff.
Not all applications clean up afterwards.
So right click on your C: drive and push the "Disk Cleanup" button.
Then when it shows you what will be cleaned you can hit OK.
You may want to also do the System files version of the cleanup since Windows Update can leave piles of cruft around too.
Files downloaded from the internet, cached web pages, all kind of junk files accumulate in the dusty corners of your teeny tiny SSD.
You have as much storage as an iPad mini and less storage than my phone's SD card.
