I am making a modded 1.7.10 server for me and my friends but every time I open the minecraft_server.1.7.10.jar file it opens up in notepad and does not install the EULA like it should the picture below is what I get when I double click the jar file any ideas on what is going wrong here?

right click on the jar and hover over open with. click open with jar and it will launch

first thing you dont want to open with notepad
7zip or winrar to browse the files inside the jar
right click and open with java to run the .jar file
