So, this is a report I got from mc after trying to load up a vanilla world because my mods would not load up any world at all, so I wanted to see if I could load up the world first in vanilla, then switch to the modded version to see if it ould work, but this is a new flat world and this happened, I don't know how to fix it.

This is an illegal combination 1.7.10 doesn't support that large a view distance.
You should consider using different game directories for different minecraft versions, this keeps your options choices from doing things like this.

Yes change the view distance down before trying to open this save.
Each launcher profile let's you set a different game directory. All the saves and options for that profile are stored in the game directory.
When you switch minecraft versions backward on a profile, or you use the same game directory for two profiles with different minecraft versions, you potentially can run into issues like this one, where the older version of minecraft doesn't understand (or crashed due to) one of the configuration settings in the options.txt file in the game directory.
