It only downloads updates, once you downloaded it once, you dont need to be online
DuhDerp is telling the truth. In order to install an nonforge mod in to the jar you have to delete a bit of text from .json file in order for mc luncher not to download it. But if your offline the luncher does not redownload.

Thats because the launcher tries to download it from their servers as you just specify the name, you edit that to make the launcher not try to update it. The new launcher doesnt have that thing(and the forge installer takes care of it IIRC)

If you CORRUPT your installation of say the official 1.10.1 version by modifying it, then yes, the launcher will download a NON-CORRUPT copy of that jar.
You are supposed to make a non-official version in the version list if you want to modify it.

Minecraft automatically downloads a new copy of itself every time you press play, it's an anti-piracy feature.
