What is your average frame rate without shaders?
Also, what shaders are you using? Shaders like SEUS are very resource demanding but Sildur's Vibrant Medium are much less so.
If the card gets too hot, it usually clocks itself down in self-preservation, hurting performance. Try playing while running a monitoring program and see what the temperature of the card is.

Without shaders I do 200+ most of the time. With shaders temps never even get close to 60c. The MSI Gaming X 1070 had a very nice cooler on it

RAM- 8Gb DDR3 1333mhz

I've been using Sildur's Vibrant Extreme but I switched to high and there seems to be little to no difference in fps

Curse PremiumTry Sildur's Vibrant Medium. It looks incredibly similar visually to High or Extreme but with much higher fps.
You can also try the KUDA shaders, they look nice and are similar to Sildur's Medium on performance, if not faster.
