Typically, it takes a really long time to load/process new chunks. On much older version of Minecraft, I don't think I had this problem.
All the data is still there, like the blocks all have hitboxes and I can interact with them. I just can't see them. The graphics stay like that for a while (sometimes minutes) then eventually it fixes itself. I don't know if maybe I changed a setting or if it's something that updated on the game or Java, but I do know I didn't use to have this problem. I'm using the same laptop as I've always used and haven't changed any hardware on it.
If anyone ever had this problem before and found a solution or has any idea what the technical terms for what I might be experiencing are or things I could try that would be great!
Your Java is ever so slightly outdated, so it wouldn't hurt to get that to the newest version. As well, you may want to try restoring your Minecraft options to the default ones by deleting the options.txt file in your Minecraft data file (default file path is in ~\AppData\Roaming\.minecraft) and allowing Minecraft to regenerate it. You could also try updating your graphics driver in your PC.

The chat in the last screenshot tells me that you are playing on a server; does this also happen in singleplayer? Also, you have Vsync enabled, which has been linked to issues like this, and won't otherwise do much if you aren't getting at least 60 FPS (typically); you seem to have intentionally limited it to 10 FPS, which can also cause slow chunk rendering since you are limiting how quickly the game can update the screen. You could also try lowering your render distance (the server appears to be only using 6 chunks anyway, since there are 169 chunks loaded, which is 13^2 or 6 chunks from the center, and you can't see more than what the server uses, but the game will try rendering empty chunks anyway), and using Optifine, which has been said to improve this issue, besides improving performance in general. Try disabling VBOs as well (Vsync and VBOs are in video settings, you may have to use the slider on the right to scroll down to find it); one or more combinations of settings may have to be tried to get optimal results, if not fix it.
Is it a Realms or server? Try to set your FPS to unlimited. And also change your render distance into 8-10. Turn on VBOs because you use a graphic card.

Its singleplayer as the post above says, VBO isnt just because of a graphics card, it crashes in some old gpus too(and in integrated). He is already using 6 of render distance

Okay, here's I think the answers to all questions:
1) Yes I'm playing on a server, and yes it happens on single player too. (I just checked.)
2) I haven't done anything to enable 3Gb (as far as I know) so there's no reason for that.
3) Updating Java did not fix the problem.
4) Renaming options.txt does not fix the problem. In fact, it made things slower.
5) I'm not sure about updating the graphics driver.
6) I tried disabling Vsync and the problem still happens. I don't really understand what that option means.
7) Yes I can get Optifine. It seems like a problem though if I need a third party mod just to avoid this.
8) I have tried with VBOs on and it does not fix the problem.

set it to false, start the game, check if its not fixed, and if its not fixed set it to true again
