There seems to be an issue with my mouse. Sometimes when I stop using it after looking around, my screen slides to one side perpetually. My only solution is to restart my computer, but is there another method that doesn't involve restarting ym computer? Here's a video example:
Try with another mouse? Clean your mouse sensor and the surface below it?

Now you see why IT people always start with "Have you tried turning it off and on again?".
Its the sensor getting confused and thinking you are moving your mouse, its temporary, maybe it has dust, or the reflection confused it

Also, my laptop is connected to an external display. When it switches to the HD in my living room, this bug occurs.

Ok, well it doesn't occur outside of Minecraft. It only occurs when in game.
You might only notice it while in a game as you are watching the cursor all the time

Nope. Definitely doesn't happen outside of MC.
right click the launcher shortcut and select properties then compatibility and then checking the box for "Disable display scaling on high DPI settings
