I did mod-by-mod testing, and I've witnessed Clonecraft and Rival Rebels not being very nice to each other, and by extensione not being nice to my modded Minecraft client. As for Forge 1614... Eh. I might look into it.
Wait. 'Since' 1.7.10? Since? As in, after? Please elaborate...
Haha, no I meant that in 1.7.10, Forge now handles IDs for mods, usually they are now something like clonecraft:empty_needle or minecraft:stone, removing the need to have specified number IDs for every item. I can't remember where I heard that, and couldn't find any sources, but I'm pretty sure it's since in 1.7.10 that they made the change to the new ID system. Number IDs still show up, but they're determined automatically.
As i stated before: The only thing you can do is to comunicate with the developers of the conflicitng mods and have a lot of hope for them to do what you want (unlikely)
Or install a kind of mods that fixes compatibility issues, i don't know any but if you google you might encounter one; make sure it's for your version of both minecraft and forge.
You said they worked together in previous versions. If you can find which versions, try those. Then, update either mod accordingly until you get a crash. As Eltodofull stated, only other thing to do is contact the mod authors. If they don't respond or are unwilling to help, then you're out of luck. Sorry :/ Either remove one or the other.

Minecraft is on version 1.11.2 now
Welcome to the year 2017, time traveller
No, I mean, did mod ID conflicts get fixed for versions after 1.7.10, or what'd HondaAutomobiles mean?

Curse PremiumNo problem, glad to help.
Just letting anyone who reads this know, this is still an unresolved issue.
So, uh.
Help is still welcome.

Psst!, If I have grammar or spelling errors, correct me. You will help improve my English.

I tried using MCPatcher, nope.
After that, I downloaded the latest version of Rival Rebels directly from the site itself, and manually installed it. Nope.
So, **** it. I give up. If anyone wants to harass the authors of Rival Rebels and CloneCraft, go ahead, but don't expect any response from them.
