So I was trying to have a Giant wear a Coal Block, since that was the JSON file I modified for a project, but the command I used didn't seem to work. The command output was positive, but the block couldn't be seen. I tested it with an iron helmet too, and that worked. Is it because of the resource pack? Do blocks not scale on Giants? I honestly don't know.
I dont think Giants can wear things in their head, might apply only to humanoid mobs(like zombies, skeletons, etc). Have you tried with something like a pig to see if it works?

I guess that Giants don't function the way Zombies do?
Its just a guess, it might be rendered inside the mob as the head is a different size. Without decompiling MC I cant tell you, maybe you can edit the model in the resource pack

This is the exact command that I used:
/replaceitem entity @e[type=Giant] slot.armor.head minecraft:coal_block 1 0
