1.7.10 and below i get upwards of 120 Fps on vanilla and the same when playing with 200+ mods installed but as soon as i hit 1.8 or above i get 60 Fps on vanilla for about 5 minutes then it drops to 10 to 20 and stays there until a new world or server is loaded switch back to 1.7.10 and 120 fps
The Pc that I'm Playing on is a acer predator ag3610-ur20p and is about 5 years old now

I have tried
Reinstalling Minecraft aka deleting the .minecraft folder
completely uninstalling my graphics drivers and grabbing the latest
You have both versions in different profiles/different .minecraft directories(saying mods makes me think the answer is a yes). In that case the settings between both might vary

not with vanilla my settings dont change in between 1.7.10 and 1.8 and those are launched from the minecraft launcher
Between modded and non-modded they definately change, they must be in different directories

right the modded ones are but i dont have an issue with vanilla before 1.8 and my settings remain the same between vanilla versions
