So I'm trying to play resonant rise 3.3, and I have a really good computer.
5820K
980 TI
16GB of ram
I dedicated 10GB's of my ram to minecraft to ensure that there wouldn't be any bottleneck there, and I installed optifine and used multicore rendering, but I still can't seem to get more than 50FPS. I know it's not my GPU because my GPU usage does not go above 40%
So what would be bottlenecking my system? Would it be that optifine would use only 2 cores instead of like 4? Or is it because I'm using an HDD instead of an SSD?
Only dedicate at most .5 GB of RAM, as Minecraft will have huge lag spikes with more RAM than it needs. Make sure that "fast render" is enabled, and your FPS is set to unlimited.

Introducing a new series of suggestions, Minecraft 2! Part 6, The Overworld, is here!
That's still way too high, as Minecraft doesn't actually use more than a Gigabyte unless you've got a lot of mods. All of that "usage" is memory that the game has set aside but won't actually use due to poor memory allocation processes on Mojang's part.
when i first played resonant rise, it had 2 gigs of ram already allocated and i wasn't getting that many frames. Don't know what is the problem because it looks like none of my hardware is actually doing anything to give me more than 60FPS, like my cpu isn't at %100, nor is my HDD and GPU
If you are stuck at a hard 60, turn of VSync. Tho in reality this will cause you to 'see' a higher number in the FPS output, but in reality you will probably be loosing more frames.

yeah i have those settings, i'll try it with 4 gb of ram since it seems to use 3 at most

i have vsync already off
Well, I'm not sure what the problem is, then. Minecraft is poorly optimized, so it's probably not taking full advantage of your CPUs.
