Hey guys, I've been having a problem for awhile now. I bought a new computer (specs will be down at the bottom), around the 15 of January, and everything was quite good for a month and a half, and then I started getting ping lag, I use no mods, and not once have I downloaded a hacked-client. Back then, it used to freeze me for about 3 seconds every couple of minutes, so what, right? I could live with it. I took a break from Minecraft for about 5 months, I factory reset my computer, and got a new router/modem, and it fixed the problem... for a day. And now it freezes me for like 4 seconds every 10 seconds. I honestly have no idea what to do now, if you can help me, I can certainly pay you for your problems to help me. I can also provide video and my pingtest and speedtests. Do I need better internet, what's my up and down speed?
Specs: Intel iCore i5-4460 CPU @ 3.20 Ghz RAM: 8.00 GB and my card is NVIDIA GTX 750
Pingtest: Ping: 28ms, Jitter: 1ms, and for some reason it says "Unable to measure packet loss"?
Speedtest: Ping: 37ms, Download Speed: 81.74mbps, and Upload Speed: 20.89mpbs
The lag you are having is frame or internet correct?
It's internet. No matter what server I'm on, whether it's a mile away from me or 1000 miles, it's always the same thing. I get upwards of 700+ frames per second, but my ping fluctuates between 70 and 500+

If your ping fluctuates that is on your ISP, your network or theirs might be overloaded

There is most likely labels posted on your modem and router, usually on the back side or the bottom. If you can post screenshots of them or just any thing that looks like a model number, it would help rule out them throttling your internet connectivity.

I've also taken a gyazo of my task manager when I run Minecraft.

How can I go about doing that?

Still working on getting the make/model of my modem.
Just got a new cable, and it didn't fix the problem :/
Tried to switch out WiFi signals and try a new ethernet cable, didn't work.
And you don't get lag in single player?
(If you do get lag, then post your JVM parameters from your launcher profile)
Absolutely no lag on singleplayer whatsoever.
