When I downloaded forge and started to install it, it popped up a message that said my computer doesn't have a minecraft directory, but it does. I even had just installed the 1.10.2 forge earlier that day (the installation when fine but it kept crashing so I switched to 1.7.10) I found that the problem is that since my user is under parental control, I needed to have and admin password done, thus the forge installer thought I was trying to install it to the admin user, which doesn't have minecraft.

Curse Premiumif i use the installer (not the windows installer!), i can select the path myself:
and since this installer is a .jar file, you can use it on windows as well.
ps: I'm running linux, that's why the path is different to the .minecraft folder on windows
