My computer is fairly decent, except for the processor (2.5 ghz), I have a Gtx 750 ti, and I have been playing Minecraft with about 35 mods. Anyway, I have noticed that with mild, mild shaders, my computer sets its max frame rate to 30fps, but when I get in and out of full screen a few times, it goes up to 60 fps for a few minutes, and then once something little happens to the frame rate, it locks back in at thirty.
What shaders are you using? What is your frame rate without the shaders?
Try dropping your render distance, as it's possible your computer is having issues rendering a large amount of terrain around you, especially with shaders.
For the shader, try decreasing settings in the shader options such as shadow resolution or overall quality.
