A check of the actual hardware should really be done first as anyone with hardware in the Intel 4 series 'can' get that error, but the version limitation only applies to one possibly two of the chipsets in that family.

Curse Premiumhttp://hopper.minecraft.net/help/references/intel-4-series-chipsets/
Obsolete and unsupported graphics.
Former everything.
How to get dxdiag

@newellbullen
To double check the hardware, get the link/url the instructions here show you how to make. http://hopper.minecraft.net/help/pixel-format-not-accelerated/support/#dxdiag (the hopper page is always unstable. so if that link doesnt work, try it again in a few minutes)
