The bug itself is unresolved. There is no official fix for it by Mojang. You can optionally disable Anti Aliasing in your graphics card settings to minimize the effect.
I recently bought a new GTX 1070 Strix and im noticing weird blue outlining on blocks

Could you inform me with a full list of specifications? Also, do make sure your Graphics Card is updated to the latest driver.
You're describing a common bug present in most versions of the game. It is currently unresolved.
