So i stopped playing minecraft for a couple months(ever since 1.9 came out) I came back to it when one of my steam friends wanted to play it. When i opened the game and joined a server, what i saw was not exactly what i expected. I deleted all my minecraft folders, and everything had related to minecraft then emptied my recycle bin, yet the issue still persisted. Help?

There you are.
Also as a side note, it's worth mentioning this "infection" has spread into my modded minecraft programs like ATLauncher and Technic.

Moderatorconsidering your computer only just passes the minimum requirements for minecraft and is below the required https://help.mojang.com/customer/en/portal/articles/325948-minecraft-system-requirements its not a surprise its having issues
try updating your drivers http://support.amd.com/en-us/download/desktop/legacy?product=legacy2&os=Windows 7 - 64 as the ones you have are out dated, it may help, if not i think a new computer is in order
Sorry to not be knowledgeable, but which download link should I use?
So i did as you suggested and...
now it's all black
