SOLVED
By going into the config file and opening up the splash.properties, I changed enabled=true to enabled=false. That disabled the loading screen and allowed me to successfully launch Minecraft with Forge 1.10.2.
Some additional info: Always crashes on the same spot and only occurs on forge 1.10.2. I've tried disabling VBO's and enabling it to see if it would work and it didn't. I've also tried to use various mods but it doesn't seem to be the mods fault.

-I'm using the latest java.
-No mods are being used.
-3g allocated to the game.
-64 bit.
