i have java installed. ive done this before and now its not working. i downloaded optifine, but when i try and open it, it says "what app do you want to open with" it never did this last time i installed shaders. pissing me off

If you've downloaded optifine, then a shaders option will be available in the video settings section. All you need to do is download a shader pack, go to the shaders option, and put your shader pack into the folder that it opens up. Then close it and select your shader pack.

I think you have downloaded the Optifine auto installer. It is a Java executable. Open it with Java and it will create a new profile for Minecraft. Optifine is not a shader.
What OS are you using? Windows 10 will ask what app you want to use (under more options it will say more apps, where you will find the next step) and you will have to browse for the Java Platform SE Binary.
As for shaders, you can create a new folder in your .minecraft directory named shaderpacks and install any shaders that Optifine can run there
