I was playing along on my modded world in 1.10.2 and the screen froze. After it unfroze, I noticed this diamond shaped glow around my enchanted tools and weapons when I hold them. When I use F5 to look at myself, the glitch isn't present, only from first-person POV. I also tested in a fresh world with all the same mods and this did not happen.

That's the shape of the pickaxe texture area. I guess something may have corrupted it a little.
Seems weird that it is just the one world. But your answer gave me something to explore at least.
