probably not, cause the launcher always tries to redownload itself, if possible. you can still give it a try tho, at least as long as noone comes up with a better suggestion sry mate
edit: found it in the JIRA, i wonder why i didnt try this earlier.
* Your time on your system is so far off the SSL certificates are seen as invalid; Fix this by putting your time right!
* Your java install is broken. It is missing the root certificates and thus it is not able to validate the authenticity of the SSL certificate.
* Kaspersky Antivirus prevents checking of the certificates. Disable it.

if you are an experienced user, i'd recommend trying a new OS first, preferably as dualboot for minecraft only. i really don't know why such things happen sometimes.

Woah woah hold up there. I wouldn't go that far (especially just for Minecaft) Before doing anything else, try resetting your pc. If there is anything of value on it, back it up. Afterwards, do a FULL reset. Wipe everything. Then set it back up again, download and install a more trustworthy anti-virus like comodo: https://antivirus.comodo.com/
Then re-install java and minecraft. That will eliminate any software conflicts and viruses you might have, and I am 99.9% positive that it will work.
Alright, two of my computers seem to have developed this little issue. It isn't a Java version error, as I uninstalled more then 10 (!) different versions of Java from my computer, then installed the latest version. It's even stranger because these problems developed seemingly randomly, possibly at the same time for both computers, but they had worked before.
One came with Windows 10 (but since it was a custom computer from a 3rd party, it might've been an upgrade from 8 or 7) while the other was a free upgrade from 8.
Reading this thread, I've picked up on two things. One, this seems to be a thing that was triggered all at once and not from the user, and two it's a Java problem somewhere.
Now that I think about it, doesn't Minecraft ship with it's own version of Java Runtime?
I use MultiMC, but I can better debug with the vanilla launcher.
EDIT: Alright, think I've ruled out antivirus. For one, I don't have an antivirus (living on the edge!), and two I've tried with my firewall completely disabled. However, to be sure, I'll try installing Norton to replace any Windows antivirus/Firewall.

damn, i almost forgot about that. if you supect a java error and want to troubleshoot with different java versions, you need to set the executable manually in the profile editor, otherwise MC will use its own bundled java.

Yeah, it's just made things more complicated. It seems it doesn't matter which version of Java you use, it'll always error. Maybe it's due to corrupt files somewhere? I suppose it might still be the firewall though.

yes, i'd go for some networking issue, too (maybe bad gateways due to the router, maybe an external or an internal firewall, whatever).
if anyone is experiencing this on a laptop, he/she could try this with uninstalled&wiped firewall from someone else's network, would be interesting to see.

Yes. It's got to be corruption somewhere in the file system. I've never seen anything like this as a result of the firewall. I also highly doubt that it is caused by bad gateway connections to the router, as that would stop other outgoing/incoming connections to the computer. A simple full reset would fix a corrupted file system. I had the same thing happen to e except with the windows 8 (So glad it's gone) updates never updating and giving me all these network errors. Microsoft tech on remote desktop couldn't fix it for about 3 months and just told me to try a bunch of crap. So I just reset it, and It was fine.

EDIT: I think I'll start removing Windows updates until it works. When it does, I'll just post which one to remove in case other people have this problem.
It is the free upgrade from Windows 8.

Curse PremiumYeah, I think I've narrowed it down to a certain problem set:
It isn't a Firewall or antivirus (I have none, and disabled my Firewall)
It isn't a Java version error (uninstalled/reinstalled Java)
It might be (but probably isn't) a Java corruption problem
It's definitely a Windows specific error
It's probably a Windows update that caused the error, and Windows that's blocking
