an R9 270 amd gfx
a 64 bit windows 10 operating system
an intel core i7-4790 cpu 3.60ghz (per core)
with 12 gb of memory installed.
I have exhausted all other options and that is why i'm here.
you see my minecraft used to run quite well. modded or unmodded i would get upwards of 200 fps, this bei9ng while msi after burner shows my gpu only utilizing half of its full capability. (45 percent or so)
despite that and after being gone for a month when i returned to my pc minecraft runs with crappy fps. from 20 to 40.
here are the following things ive tried to fix this. without any difference in performance.
switch to unmodded
switch to 1.9.4
switch to 1.7.10
switching to earlier versions including
switching to version 1.0 YEAH REALLY
optifine, no optifine
increasing ram
changing java version
uninstalling and reinstalling minecraft
lowering my graphics settings in minecraft
uninstalling and reinstalling java.
uninstalling and reinstalling my graphics drivers.
I even tried making a new user account to try it on there too.
all of this made no difference at all.
heres what i noticed. when i run minecraft msi afterburner shows spikes of gpu usage at half but core and memory usage for the card at maximum.
I don't know what else to try or to do. help. me.
also note this photo is of when i was using modded but as i've already stated. even when switching to vanilla its still the same performance wise.
for all those wondering my specs are

-Xmx6144M -XX:+UseConcMarkSweepGC -XX:+CMSIncrementalMode -XX:-UseAdaptiveSizePolicy -Xmn128M
changing this from 1G to 6 made no difference either
