I cant launch minecraft 1.10 and this is the error I am getting:

This is almost certainly your antivirus blocking MC from accessing this file that it has just unpacked.
The problem should go away if you either whitelist the directory tree under "C:\Users\User\AppData\Roaming\.minecraft\versions" or if you temporarily disable the a/v while launching MC.

Curse PremiumIf i read right then something is blocking minecraft from getting in to the 1.10.2 file.
Try changing the "Game Dir" folder to a custom folder that has no security.
it says access to the java modular is blocked how would i go about changing that?
I have and it doesn't work says that it cant access the java module
This may be a stupid suggestion, but does this happen if you run MC as admin?
