I am having a problem with minecraft on windows 10. I have been trying to fix this for a month without any luck! The problem I am having is getting around 1-2 fps even at the main menu. When in game press esc I get up to over 130 fps. Crazy right not as crazy as this when in game I look vertical (up) or (down) I get over 130 fps and runs fine. Btw same thing in a flat world!

The main menu is suppose to be like that, when im recording on frapps the fps is always super low on menus I think it's designed to save resources. Is that what you're saying?

130 fps? Wow. Average for me is mid 30s. I have seen 58 once on a really good day. rofl. I haven't played vanilla in a long time though, so perhaps it's the mods I have.
Minecraft actually needs more. Mojang said 2gbs as an Estimate
I consider 500MB to be minimum, which the game will work fine if you aren't running any (or only a few) mods, no high resolution resource pack, and a render distance not super high. 2-3GB is what most people should be using. 4+ would be for people using large mod packs, and extremely high resolution resource packs.

You need a 64 Bit OS and at least 8 GB of RAM so you can allocate more ram to Minecraft
Really Mojang Minimum Requirements: 2 GB Ram Recommended Requirements: 4 GB Ram. And I also have 64 bit.
