One of the most common errors with Minecraft memory and FPS (this fixes memory freezes on dual core PC's) is that, by default, Minecraft adds a JVM Argument called [i]-XX: -CMSIncrementalMode. [/i]IF YOUR NOT A SINGLE CORE PC, DELETE THIS. It causes a HUGE dump on your memory once it reaches 99%, causing a MASSIVE lag spike. These lag spikes happen every couple seconds if your playing for awhile. (note: I forgot this really helps on modded minecraft, but can work either way -.-)
Another thing to adjust while you have your JVM Arguments open is the -Xmx and -Xmn arguments. I enjoy running mine (a 3.7GB RAM computer) on -Xmx1.5G and -Xmn64M. It usually gives me memory usage in the low 30-40's when playing on modpacks such as FTB and Tekkit.
Part 2: Ingame Options (Optional)

I squeeze out about 120FPS (60FPS when playing with my 70+ mods) with these options (will be different, unless your computer is EXACTLY the same as mine:

Part 3: Out of Game FPS Fixes
Sometimes, your computer just needs an upgrade, or it just needs some focusing training priorities over other stuff. Some things include Task Manager, finding the Minecraft app, left clicking on it, going to Priorities, and setting it to High/Very High.(note, don't set it to Real-time, it could cause a computer wide crash.) You could also try turning off some unused applications (or ending the explorer.exe in task manager [i will cover how to get it back]) and other such things (like the Razor Game-booster program (download page at bottom)).
Part 3 1/2: Other FPS Fixes
If your trying desperately to squeeze the last drop of performance out of your computer, try downloading some FPS improving mods such as BetterFPS, Optifine, and FastCraft. (links to the MinecraftFourm pages at the bottom) With Optifine and BetterFPS (which may need some tweaking to get max fps), I could notice about 60FPS increase.
I use Ubuntu 16.10, with WINE (Wine Is Not an Emulator, for using Windows programs *like steam* on Linux distros), PlayOnLinux, and am using a (near) stock Dell Optiplex 360 w/ a custom Radeon 5450 1GB GPU.
