I've only had this problem with MC when I installed my new GPU. When I look straight a move straight I don't go lower than 300FPS. When I look around its turns into a sloppy slideshow. I updated all Java programs, resintalled and deleted, Added more RAM, have Optfine, BTW in optifine I can go up to 1600FPS looking straight and slideshow still when I look around. Everything is on High BTW.
If you haven't already, take -XX:+CMSIncrementalMode out of the JVM Arguments.

I use Ubuntu 16.10, with WINE (Wine Is Not an Emulator, for using Windows programs *like steam* on Linux distros), PlayOnLinux, and am using a (near) stock Dell Optiplex 360 w/ a custom Radeon 5450 1GB GPU.
Your problem is your game is loading chunks 16-32 chunks away.
Try lowering your render distance to about 8-12.
