Also when I am playing I have all the lowest/fastest settings I can. I just feel like something is right. Any help is appreciated thanks
And that's probably the reason for low FPS. Usually there's no need to allocate more than 4 gigs, and most of the time 2 is enough. However, as most people know, Java is bad at handling large amounts of RAM. So it might cause instabilities like this.
Oh, and btw, did you know that a human eye can't tell much difference between 60 fps and 100 fps? So that shouldn't be a problem, unless you get like 20-30 fps.
Yes it can. If it couldn't then 144Hz monitors would be pointless. Most monitors are 60Hz which is probably why people think you cant really tell the difference of anything more than 60.
You are getting 83. What is the problem? Look at what is in your field of view, of course it isn't going to be blazing high. As long as the FPS is solid and doesn't fluctuate a lot, then there isn't any problem.

Multiplayer is lonely once you understand how it actually works.
Mainly just HUD ones. The hotbar seems to effect me a lot even when the items aren't even held. When I have a lot of pots this will also cause a lot of lag.
EDIT: I also have Potion colorizer to help remove some of the lag from the potions being enchanted :/
Some of those look like they mess with rendering. Time for a controlled experiment then, to eliminate potential factors.
Load vanilla profile, start a world and stare at one thing until the fps settles, record result.
Install only Optifine, start same world and stare at same thing, record result.
Run your usual mods and start the same world, stare, record.
Any changes?
Also AA is anti-aliasing, and AF is anisotropic filtering. Don't use them unless you have performance to spare, they take up a lot of resources for little graphical improvement.
Ok, now I'm sure it's just that server you were playing on. They've loaded the hub area with so many signs and floating text that Minecraft (more specifically OGL 2) is not very efficient at rendering.
For example, I built a guardian farm out of signs to hold up floating water. There were so many signs it dropped my fps down to 40, but when I replaced the signs with fence gates my fps went back up to 400.
I suppose there's not much you can do but move out of that hub area on the server, and hope the other areas aren't as spammed-up with signs and floating text.

I know but I have a 144hz monitor and can tell it isn't running at full.
Also I am currently running at 2gb and it is still the same.
I am playing on very low settings too. Such as lowest particles. 4 chunk render distance Everything on fast.

Curse PremiumYour FPS may vary based on the entities loaded in the area you are. I say if you getting 100 fps just go with it.
Also make you you have downloaded and installed the latest Geforce Drivers using Nvidia Experience.

I have a 144 hz monitor and I am also on the lowest settings I can be with a 16x texture pack. Just doesn't seem right.
Yeah that seems pretty low for a 970, especially on distance 4!
Are you using AA or AF settings? (In Optifine or the nV control panel).
And which mods are you using?

Very tiny difference with all the mods compared to optifine.
