Sounds more than reasonable to play Minecraft (Modded or otherwise) to me. I used to play it on a Macbook Pro with pretty awful specs (~2.0GHz, 4 gig of RAM, Bad graphics card), and I would get 45+ FPS. If I were to estimate, that should give you WELL over 60.
(But this also would depend on graphics settings and such. The only way to REALLY know how well it would play would be to actually PLAY on it.)

So... I tried playing on it, and I'm getting 30fps.

Install Optifine, play with the graphics settings. Also use optimization mods like Fastcraft or fps-plus.
Make sure that your 960m is being used, and not the iGPU.
Check the nvidia control panel, and if all else fails, disable the iGPU from the bios.

How to get dxdiag
Thanks to everyone. I just tried playing while the laptop was plugged in and got up to 300fps.
