I searched a bit for a solution to this, and nothing I've tried works.
When I search or connect to any Minecraft server, the world takes a long time to load (up to a minute before I can even move), and my ping settles to around 200. What's more is that whenever I move, I have to wait about 10 seconds for every chunk I move before it registers block placement/breaking/chat messages/etc. I have tried many fixes. I've tried 1.10.2, I've updated Java, I've completely uninstalled and reinstalled Java, I've deleted the entire .minecraft folder and reinstalled it maybe 8 times now, I've uninstalled and updated network drivers, changed settings, checked firewalls, scanned for viruses... nothing has worked.
This problem arose nearly a month ago near when 1.10.2 came out. Some time in the middle of that time period, it just disappeared, but now it's back. I don't even know why it's a thing, let alone how to fix it. Anyone?
Some things to note:
My internet connection is fine, thanks. Wired internet, 12Mbps, 18 ping. Every other function is ok (streaming, other games)
For whatever reason, Mineplex works perfectly. I've checked other Hub-based servers, things like The Hive and Hypixel, and they're still broken.
There are no crashes to report, because it doesn't crash. It's just completely slow.
This problem exists with 100% vanilla, no Java arguments, no mods.
Your placement of your router in your house and where you are at can affect the usage. Using WiFi can effect this greatly, try a wired connection if you aren't already.
I tried 1.9 on a few different servers.
Oddly enough, all of them had the same problem except one: another hub server. I suspect it's the same situation that Mineplex had.
I also tried 1.8, with similar results.
It wouldn't matter anyway, because I only want to play on one server, which will be staying in 1.10.

As I said in the original post, my internet is just fine. Every process works perfectly except Minecraft. I even specifically stated I have a wired connection.

Try playing on 1.8 or 1.9 for now.
