The easiest fix is to delete and reinstall Minecraft using 1.9 and the newest version of Optifine for 1.9 with all the settings to how you like them, but here's my personal fix if you want to use 1.10.2. Download all the updates from Windows Updates, press the Windows key and type in power options, then change your selected setting to Best Performance, Delete Minecraft in its entirety (from the %appdata% folder). Assuming you're using Windows press the windows key another time and type in and use the built in function Disk Cleaner, once it is done scanning check mark all the boxes and hit okay, install the newest version of Java, as of right now it is Java 8 update 91. Then restart your computer and reinstall minecraft.
As stupid as it sounds I think I figured out why it got down my fps. A week ago I was downloading a very huge torrent so I activated the low power mode or something and I didn't bother to stop it so my computer began to turn slow, I put it on the best performance and suddenly Minecraft turned more fast than ever! Thank you very much.
I've been playing all good since the last week and then it started to give me low fps all of the sudden.
I mostly play with optifine and the problem seem to start before I updated to "optifine HD U C2".
So then I updated and nothing seems to fix the issue. Here's my specs.
Amd Phenom II x4 965
8gb Ram ddr3
Sapphire r7260x
Windows 10 64 bits
I already uninstalled plays.tv as I read before.
Installed 64 bits java.
Deleted some programs I did not use
Allocate 2gb ram
Uninstall minecraft and install again
Update my drivers and change the configuration of AMD so it didn't interfere with minecraft configuration
I'm really worried about it, I also play rocket league and no problem at all. I don't know what else to do, thanks in advance.

Also ensure that your graphics drivers are up to date for optimal performance.
