So I was told, after my last post, to go to this page. Anyway, here it is.
I built a mob spawner on a Minecraft server, and mobs just will not spawn. I have lit up every single cave I could find within 128 blocks of the spawner. I have also added double layers and a layer that is over the height 128. Also, the mob spawner is in the ocean and the landmasses and caves under are all lit up. I cannot find a solution to this. I want to note that this is not my server, so any fixes that require commands or anything other than normal survival mode, i cannot do.
