Minecraft doesn't lag when it's loading chunks (about 25-30 fps), but it lags a lot when it's not loading chunks (about 5-10 fps). The lag increases when Minecraft has more mods and is using more memory. Giving Minecraft memory doesn't work.
I need to know the reason why the game lags like that and need a solution for it.

Java: 64 bit update 91
RAM: 4 gb
