I can't connect to a modded server I that I previously could, with minimal lag. The server is a Minecraft 1.7.10 version and I ran it on Windows 10.
Here is the error:

Any ideas on how to fix it so I can get back on?
that error means that the server you are trying to connect to is not responding. this could be because it is down, the host has no internet connection, YOU have something wrong with your connection, or the host is using some method of blocking you.
contact the owner of the server to see if the server is down. if you can give me the server ip/address i can find out for you.
I'm the server owner and as such I can say it is not server-side. I have had others get on too. I remember glancing over something that said something about a messed up file. Is that a possible candidate? If so where would it be and if not what else could it be. It was working great, but then he just couldn't get on.
his player file may be corrupt, you can try making a backup of that and deleting it, other options are to try just restarting the computer (of both the client and the server) it sounds weird but sometimes servers pick specific people to not like.
it could also be that the port has been blocked by his ISP or his internet has slowed down and he can't reach you anymore. you can try turning up the maximum ping allowed in the server properties file
The server doesn't even mention him in the console, so it would have to be on his side. I also highly doubt that there was a change with his ISP, as we have the same one.
in that case he is simply timing out, his internet speed may have dropped, have him try using speedtest.net to find his current speed. if it is abnormally low have him restart his modem/router
possibly, try having him connect with an unmodified client (no mods) the server console will instantly kick him, but if it does that proves that it isn't the server and something on his computer. another thing to try is disabling any kind of VPN if he has one, even if it is just something like HULU for netflix.
