hey there I'm having an issue with the world loading on minecraft, so when i stand still and move in a 10 block radius i get 70fps with optifine, but the moment i move and new chunks load i get massive lag spikes to the point where i get like 30 fps but t lags and isn't smooth when i play i am using optifine for 1.8.8... any suggestions?
When Minecraft loads new chunks that have never been previously loaded, it lags badly since everything is being generated. Once those chunks are fully loaded, you should not have lag if they are ever loaded again.
And as Ender_King said, with the specs your pc has, that much FPS while playing Minecraft is about normal I'd say. There is a chance you could make it run a little smoother, simply allocate more RAM to Minecraft than the default allocation. Look it up on how to do that.
This person really shouldn't allocate more RAM when they only have 4GBs. The most this person could allocate without allocating more than thaey have is 1 GB. I'm just doing to assume this person is running the starter pack of windows 10. Windows 10 64 bit uses 2 GBs. so if we do simple math we see this person has 2 GBs to use. Wait no he does not. We still have to make sure background programs and maybe his web browser have some ram to use. Let's use 1 GB for all other programs combined. 2GBs - 1GBs = 1GBs. Yeah I don't think more allocating ram is a possible when this person can only give it 1GB.
Minecraft's minimum requirement for CPU: Intel Pentium D or AMD Athlon 64 (K8) 2.6 GHz. Yeah I don't think that PC will cut it with fancy graphics pal. TURN YOUR SETTINGS DOWN. Stop playing on fancy graphics for leaves. Just having Optifine won't improve FPS by a lot you need to turn settings down.
In the launcher, in the Edit Profile tab, go to the bottom of the page in the arguments section. Check this and replace the string -Xmx1G to -Xmx3G (or just add it in if you don't have it.) This will tell Minecraft how much RAM it can accolade. You can also go into task manager and set javaw.exe to high priority while in game.
But your CPU pretty outdated, just spend a bit and get a low end i5, which should be enough to properly play Minecraft.
It also depends on the version of Optifine you use, instead of using an HD version or HD Ultra, go with the lite version, as it will improve performance rather than make the game look smoother. (Which from personal experiences, always go with lite version on low end PCs)

This person can not possibly upgrade. If you did more research you would know his CPU is mobile. Which means this person most likely has a laptop so they cannot upgrade their CPU. 1.8.8 Only has Optifine HD Ultra. This person can only allocate 1GB due to having 4GBs of RAM. Setting it to high priority is probably the only thing that will help but probably just 2 - 3 extra frame and it wouldn't help with the lag spikes.

Your CPU is waaaaaay below the requirements. Get a new CPU or PC.
