So I am running Minecraft 1.7.10 Forge with the following mods installed:

-[1.7.10]DirectionHUD-client-1.24
-[1.7.10]StatusEffectHUD-client-1.27
-Optifine_1.7.10_HD_U_D4
-PlayerAPI-1.7.10-1.1
-Reis-Minimap-Mod.1.7.10
-TcpNoDelayMod-2.0
-ToggleSneak-(1.7.10)-v3.0
My problem is basically any item that has multiple layers of pictures for it (for example, leather armor has the actual armor part that is dyed and the part that stays brown, and the textures of those are two different pngs) has the enchantment effect on the full square when it is viewed in an overlay such as a chest or inventory. When a person is seen holding any of the glitched items, it appears normal. The only items it applies to is potions and leather armor. Screenshot:

Thank you all for your responses, but I found my solution on my own.
It was a glitch caused by Optifine, and I fixed it by going to Video Settings>Performance>Fast Render: OFF
