I recently upgraded to 1.10 and now in local/single player mode, it is very much slower on my Win10 machine.
I updated Java in case that was necessary, and have all other updates installed too (thank you, Win10 ). It seems my CPU is now running at close to 100%, half of which is going to javaw.exe.
Sure, my machine isn't the fastest there is, but it worked satisfactorily well on 1.9 and now it is terrible. I've tried to reduce the graphics demand, but beyond that, I don't know what else to do to bring up its 'speed' (ie responsiveness, frame rate, etc).

Did you try turning off VSync?
That's fairly normal, it gets slower with every update.
You might try Optifine.
