This should be easy for someone to answer but obviously i'm a noob. If i'm playing minecraft 1.9.4 with optifine installed, will i be able to play multiplayer with someone who doesn't have Optifine installed?

Yes. OptiFine is a client mod, so you can play it on servers that don't have OptiFine installed.
