4 gigs is normal and in fact the recommended amount for modded minecraft. I'm not sure that's the correct argument for it though. I think it's usually written in megs not gigs. -Xmx4096m. Or something.
4GB is good for a large amount of mods. Vanilla usually only needs 500MB, unless you have a high-end resource pack / high render distance. 1-2GB is good for most cases. Giving Minecraft too much ram can make the game unstable.
I don't think it's completely necessary, but please post a dxdiag so I can help figure out your performance issues. The specs you listed early don't help at all, dxdiag will tell us all of the specs in good detail.

Yes those are JVM arguments. That means you have 4 GB allocated for the game.
