HELP!!!!! I deleted my libraries folder to get rid of forge, but it still shows up, but doesn't open/work, and I can't download it again. HELP!!!! A couple of days ago my mods folder also disappeared.
Install MultiMC and create a new instance with the desired forge version. It makes modding 10x easier imo, especially when trying to change forge versions etc. like you are.
When it's installed copy your mods and saves folders to the instance (right click > instance folder). Parts of this guide might help.

Are you trying to remove forge just from a specific profile?
If you are, and you're using the stock launcher you should be able to go into the profile editor tab and change the version to a vanilla release.
