I can only run minecraft 1.9X at 60 fps but minecraft 1.8X i can run at 150 fps. All the information and specs are gonna be posted below...

CPU's runnin pretty cool, no way that's the stock jet turbine right? xD
Anywho, if you stay at more or less a *constant* 60FPS in 1.9, check to see if VSYNC is on, and turn on VBOS (or off if it was on)
Otherwise, AFAIK just wait for updates. I know I get much worse performance in 1.9 as well.
Optifine is out for 1.9 (and 1.9.4 I believe) though, so try using that.
(Also, 60FPS/150FPS isn't going to matter at all unless you record, use shaders, or have a 120+HZ monitor anyway)

Try to lower the settings or Optifine.
Try turning off animations, also toggle VBOs to see if it makes a difference.

Lol, try turning MipMap Levels to 0, it might help, you dont need that setting anyway. That should work ...
