I've literally tried EVERYTHING: first it started out when I restarted Minecraft and the launcher. When that didn't work, I logged in and logged out. That also failed, so I deleted Minecraft entirely and redownloaded it. Sadly, that also wasn't working, so I went onto version 1.7.2. This did work, but I usually play on Realms and that doesn't work on outdated versions of Minecraft apparently. I switched back to 1.9.4 and lo and behold, I was Steve AGAIN. Everyone else was too! So I asked for help on a different website. They said to delete my virus protection, McAfee, because it messes everything up. I did, and it didn't work. I'm planning on resetting my computer, like completely wiping it out, if I can't find answers on here. So please, does anyone know how to fix this? It's driving me nuts!
this happens when the skin servers are down or you cannot connect to them. this can be caused by an adblocker, parental filter or firewall. so check your AV/Firewall if they block any requests from MC/Java (do NOT deinstall or deactivate them!)

then the firewall should not be the problem. normally i'd say you should try to ping the skinservers, but there's no way to find out their IP BUT to use your firewall (here we go again)...
now what you want to do is open up yourr firewall - normally there has to be an option called "active connections" or "connection surveillance" or something like that. unfortunately, this depends on what firewall you are using. if you manage to find ¬ open this, you get a protocol of all connections your programs try to open.
now just open minecraft and go onto a server. now minecraft has to try o get those skins, and therefor it has to contact the skin servers. so now your firewall should show some active connections for minecraft (if there are none, it's java, not minecraft).
now all you have to do is to find the right IP (an IP is the basic identification number in the web - everything in the web has an IP, and every IP is unique). if you there are too many IPs, you'll have to try it for all of them.
now, open a terminal window or a command line (it's called something like this, depending on your OS). type in
ping <IP>
use one of the IPs your firewall has given you for java or minecraft instead of the "<IP>". then hit enter and your PC should tell you how many of the "pings" (very small data packages) he just sent to that IP actually arrived there. if all the IPs you've tested were positive, this is porbably a parental filter or an adblocker that is trying to block te skins, because they are small image files, confusing them with ads.

Possibly you are using a cracked Minecraft.
