Been having this sound issue for a VERY long time. It is that the sound of walking on blocks, or hitting (not breaking) blocks is STILL controlled in volume settings by the friendly mobs slider. Instead of the blocks volume slider. Been that way since 1.7.2 at LEAST.
It's not about the installation. It's an actual problem with how the game makers set up the volume controls. And I didn't know where else to post this technical issue.
Yeah I think the game makers just messed up on the sound files, and what sounds are controlled where. Doubt anyone's really mentioned it very much, or it woulda been fixed by now. Try it yourself. Turn down friendly mobs volume slider, and see if you can hear your footsteps or the sound of hitting (not breaking) blocks.

I think it probably works as intended. Footsteps are sounds mobs make as opposed to the block sound effects like doors closing.
