Okay. So my Minecraft gets extremely laggy. 0 frames per second, even on the start screen. All my other games are good. I only have 24 mods, but once I get any mod besides optifine or mods that affect the actual game, it instantly goes to 0 frames per second. It can't be because its out of memory, because I added 11 gigs of ram to minecraft, and its only at 20% when it comes to memory. I have optifine and I turned all the settings down all the way, but nothing changes. ;-;

Your laptop uses Intel graphics. Since you didn't state what version of MC your using, I would speculate that your laptop is not good enough to run the version your playing.

But it can't be that, because even the start screen is really bad. And its not even just mods that do it, if I'm in vanilla minecraft, it works fine, but even if I add a small texture pack that slightly changes the textures of a couple things it gets bad, too. Shaders work fine though.

Didn't let me put more stuff, so just tell me if you need other stuff ;-;
I'm using 1.7.10 right now, and all versions work for me as long as I don't use mods. Once I add mods to any version, it just stops working.

Change it to like 5G or 4G or 6G idk try that

64-bit, memory is 3.8/11.9gb. I hope thats what what you said meant
It seems to me like your computer can't handle Minecraft, at least with all those mods.
You mentioned in your original post that other games are fine. What games are you talking about?

Mainly steam games, master reboot, skyrim, stuffs.
Hmm... Skyrim is pretty graphic intense so.... I really don't know. Try lowering view distance to lowest to see what happens.
