I had a building complex I constructed. When I open the map now, a lost a large part of the building. I am trying to restore the building to original design. When I select the world, it shows cheats enabled and creative mode below the title of the world. I go to the item menu in the game and it only shows what I have just acquired. I do not show any items from creative mode menu. I tried entering creative mode to restore it. I am unable to do so. I tried using the command toggle to enter creative from survival. I do not get the flashing cursor where I can type the command entry. I tried changing the assignment for the command key under controls in the options menu. Still did not fix the issue. I tried going into the Open to LAN menu under the main menu in game. I set it to cheats enabled and creative mode. Still will not let me see the creative item menu. I tried going into the Game folder under windows and unchecking read only. Still does not work. I tied using NBT explorer to set the game mode. Still does not work. I created a new world and creative mode works fine. Any ideas would be greatly appreciated.
Thanks for the suggestion. I tried using MCedit to change the game type. It did not work. I also tried copying the blocks into a new map and when I did, the new map would not go into creative mode either. It worked before I tried copying stuff from the old map into the new one.
I finally got it fixed. Somewhat. What I did was to create a new map and set it as creative before building in Minecraft. Then I copied the buildings in MCedit from the old world to the new one. Then pasted the buildings into the new one. This worked. I still cannot enter command mode to change the game type, but I can live with that as I am able to repair what was damaged.

Try the McEdit to switch the default gamemode to "creative".
