FPS has nothing to do with the GPU's max Texture Atlas size.
It's a special memory area in the GPU itself. Its size is hardware capped by the manufacturer. If it ain't big enough to fit your humongous texture pack, then it is not big enough. Period.
Don't use mods that expand texture selection (MCPatcher, Optifine). This prevent the game from loading additional textures, maybe your card can handle pure vanilla in 512x.

You don't have enough memory allocated to Java to do what you are trying to do.
How do I fix that? I put 16 gigs o' ram on the minecraft...

What do you mean? My graphics card is Sapphire R9 280X 3GB Dual-X OC.... Its running CS:GO on 300 FPS and even sometimes 250 FPS...
