Most people would think that's not bad but with a this good of a gaming PC I feel like I should have way more than that. I have vsync off so that isn't why my frames are so low. What do you think I should do in order to maximize my fps. I know anything above 60 doesn't make a difference but I only care because I want to add mods but I fear my frames would be a problem.
(I suggest 6gb for vanilla, but you can try 4gb first and see if it works for you)
Make sure your graphics drivers are up to date
(Or, seeing as you have an AMD card, go back to a previous driver version. I'm using Crimson 16.4.1 with my R9 270x, and it works perfectly. Never update your graphics drivers unless you have a problem that you know the update fixes, or if it is confirmed to bring performance boosts. Otherwise, you are just allowing room for problems.)
Download and run MSI Afterburner, and run it while you play. See if your 390 is overheating (going over 94c max, but keeping under or around 80 is good)
I can't imagine your CPU is overheating with that cooler, but check with HWMonitor to be sure.
Also, update Java to the latest version, and if you're using the built-in-java version of Minecraft, download and use the old version that requires Java. (Or, vice versa if you're using the old version)

I did these steps and it's still the same. I have noticed though when I first load a world that my fps are like 200 but will slowly die down especially if I'm not moving.
Holy hell, you should DEFINITELY be running MUCH higher than that...I have a similar issue and i think it has to do with Minecraft just turning into crap recently. Back when i used to play in beta and even the early days of the actual release, i could easily max out the settings and get above 60fps no problem. This was on a crappy iMac that had a mobile amd gpu in it. You have a total beast of a machine there and your framerate is ridiculous. I stopped playing Minecraft about a year or two ago for good and just recently tried to get back into it as I now have a good gaming laptop with a gtx 980m that is capable of running battlefield 4 at absolute max settings above 60fps all the time. Minecraft just seems so damn jittery, choppy and slow nowadays. It sure isnt RAM cause i have 16GB and dedicated 4GB and even tried 8GB and still no difference. Worlds load so much slower, frames consistently drop from 90fps (what I have it locked at) to somewhere in the 50s-60s causing nasty choppy moments. The game even seems to lag at times as if I was in a damn server! I punch a block and destroy it only to have it appear again as if i had bad connection on a server and then it would show up as destroyed on the screen. Let me tell you, this is NOTHING like the good ole Minecraft!

Yeah, you should definitely be getting more frames (I consistently get around 150-200 with a pc about 3/4th of that power, build is in my signature)

Yeah, the best it gets to is 100 but it falls back to 70ish.
