I agree with Tuts, though; it's probably a lack of allocated memory. Press F3 and look in the upper-right corner. See if the "lag spike" strike the instant 100% of your memory is used.
In my launcher, if I click "Edit Profile" in the lower-left, there's a check box beside "JVM Arguments," the very last option. I checked that and changed "-Xmx" to "-Xmx2G" to give Minecraft 2 GB of memory. At a render distance of 32 and running shaders, I rarely use half that. Even 1 GB would likely be enough. I've read that allocating more than 2 GB in almost any SSP situation is utterly wasted.
Recently, I found that Windows 10's updates slam Minecraft with lag spikes, so I turned them off as best I could using an online guide.
